Then Annas sent him, still bound, to Caiaphas the high priest.
Annas had apparently decided that he wasn’t going to get anything out of Jesus so he concluded the preliminary examination which Hamilton notes is “inadequate, illegal, and, in verse 22, brutal.” Therefore, Annas sends Jesus to Caiaphas and the Sanhedrin for more formal and yet still illegal proceedings to get enough of a charge to bring Him before Pilate to be executed.
